A Step Further Towards Becoming A City of Energy: City of Naga, Cebu’s CLUP gets approved by the DHSUD

December 2023 marks another milestone in the progress of the City of Naga, Cebu towards becoming a city of energy as the Department of Human Settlements and Urban Development (DHSUD) approves the city’s Comprehensive Land Use Plan (CLUP) for implementation. This approval happened five months after the UP Nationwide Operational Assessment of Hazards (NOAH) Center submitted the final drafts of the city’s local development plans. 

The city’s vision statement concisely expresses Naga’s collective aspirations. It includes descriptors from the environmental, social, economic, infrastructure, and institutional sectors.

As established partners towards resilience building, the UP NOAH Center congratulates the City of Naga, Cebu on this milestone. The DHSUD approval brings the city another step further towards achieving its vision of becoming “A city of energy in the region, cradled in a clean, peaceful, and balanced environment, propelled by a progressive economy and wholesome people, supported by sustainable infrastructure, steered by dynamic local leadership and proactive people participation.”  This approval also signifies a leap towards the mainstreaming of science-based information in the formulation of local development plans. It positions the City of Naga as one of the first few cities in the country to have adopted a multi-hazard approach to planning. 

GIS-generated maps were printed and presented to the City of Naga stakeholders for validation. Finalized maps were then used as bases for climate-adjusted probabilistic hazard overlays.
Involving representatives from key stakeholders, the development planning workshops were conducted in a participatory manner, ensuring that all sectors in the city are represented.

Furthermore, the UP NOAH Center expresses gratitude towards the people of Naga for providing the institution with an opportunity to contribute to the country’s efforts in fostering climate and hazard resilience one city at a time.
