OFFICIAL STATEMENT OF UPRI–NOAH ON THE ENACTMENT OF THE FY 2026 NATIONAL BUDGET

05 January 2026 — On behalf of the University of the Philippines Resilience Institute – Nationwide Operational Assessment of Hazards Center (UPRI-NOAH), we express our deep appreciation to President Ferdinand R. Marcos, Jr. for the enactment of the Fiscal Year 2026 National Budget and for the ₱1,000,000,000 (₱1 billion) allocation to UPRI-NOAH.

This investment significantly strengthens the country’s capacity to deliver timely, science-based hazard monitoring, early warning, and risk information to communities across the Philippines. The 2026 allocation will support the DPWH efforts for effective flood control, Oplan Kontra Baha, nationwide hazards mapping, accelerate operational research, and reinforce community engagement, capacity building, and knowledge co-creation with State Universities and Colleges, Higher Education Institutions, and local governments to advance preparedness and resilience.

We are likewise grateful to the Members of Congress for their careful deliberation and sustained support for disaster risk reduction and climate resilience. This allocation affirms the critical role of evidence-based science, open data, and community-centered action in safeguarding lives, livelihoods, and vital infrastructure amid escalating disaster risks.

UPRI-NOAH commits to exercising urgency, discipline, and full accountability in ensuring that every centavo entrusted to the Institute delivers measurable and lasting value to the Filipino people. We remain steadfast in our commitment to transparency, responsible stewardship of public resources, and the delivery of concrete improvements in early warning services, risk assessment, and resilience building—particularly for the country’s most vulnerable communities.
