Humanitarian Assistance and Disaster Relief, Planning and Operation. Northern Luzon Command (NOLCOM), Camp Aquino, San Miguel, Tarlac

 

On 26 September UP RI was invited by the Northern Luzon Command (NOLCOM) to provide a lecture on Humanitarian Aid and Disaster Relief (HADR) planning and operations at the NOLCOM Conference Room in San Miguel, Tarlac. The request for the training came at the heels of the Ompong disaster. The welcome remarks were given by Col. Romulo Quemado whereas Lt. Gen. Emmanuel B. gave the closing remarks in front of the entire NOLCOM commanding officers.
