NOAH Open File Reports

NOAH Open-File Reports are a type of publication produced by the Nationwide Operational Assessment of Hazards (NOAH) program to facilitate the rapid dissemination of scientific information. They are considered non-permanent and preliminary, often containing unpublished manuscripts, map atlases, datasets, technical notes, and supporting technical materials that may later appear in more formal publications. Their primary function is to make important scientific findings and data publicly accessible as quickly as possible, particularly when the information is time-sensitive or relevant to ongoing research and hazard assessment. Despite their provisional nature, these reports are citable and used by researchers and professionals.

These reports are commonly classified as grey literature because they are issued by an academic government-affiliated institution, are not formally published by commercial or academic presses, and typically do not undergo traditional external peer review. However, NOAH Open-File Reports have been cited in scholarly journals and used by students for their research because they are written by domain experts and adhere to institutional scientific standards. The NOAH Open-File Reports often provide foundational data and analyses for later peer-reviewed studies.
