WHO WE ARE

The RCW is an interdisciplinary team composed of members with various academic and professional backgrounds, encompassing public administration, urban planning, political science, statistics, web development, GIS, communications, and information studies.

 

DR. GLECY ATIENZA, Ph.D.

Director

Glecy Cruz Atienza is is a multi-awarded ACTORS–(artist-community oriented-teacher-organizer-researcher-scholar). She is a full professor at the Department of Filipino and Philippine Literature, College of Arts and Letters and currently the Director for Research and Creative Work , UP Resilience Institute.

DENNIS G. DE LA TORRE

Chief Science Research Specialist

Expertise & Interests: Climate and Disaster Governance, Climate and Disaster Vulnerability Reduction, Climate Change Mitigation, Climate and Disaster Financing, Policy Development

Dennis de la Torre supervises the Research and Creative Work team of UPRI. He earned his Bachelor of Secondary Education (major in biology, minor in chemistry) from the UP College of Education, and Bachelor of Laws from the FEU Institute of Law, and is currently finishing his Masters In Public Administration in UP NCPAG.

MOSES KENT BORINAGA

March 2022 – present

Expertise & Interests: Communications, Legal, Governance, Public Service Delivery, Technology, Multimedia and Graphic Design

Kent is a Senior Research Analyst of the UPRI-RCW, primarily under the SAFER-U Project. He leads the focal persons in-charge of SUC Clusters and supervises the research and coordination with State Colleges and Universities. He graduated from U.P. Diliman with a B.A. Public Administration degree.

 

PAOLO BISNAR

March 2022 – present

Expertise & Interests: Communications, Legal, Governance, Public Service Delivery, Technology, Multimedia and Graphic Design

Pao currently serves as Junior Project Assistant of the UPRI-RCW, primarily under the SAFER-U Project. He handle research and coordination with State Colleges and Universities. He graduated from the U.P. Diliman with a B.A. Speech Communication degree and has recently passed the 2020/2021 Bar Examinations.

 

MAX CANLAS

July 2021 – present

Expertise & Interests: Visual Storytelling, Design, Adobe Software Suite, Project Management, Illustration and Animation, Hybrid Filmmaking

Max currently serves as the Senior Design Specialist (Animator) of the UPRI-RCW, doing mostly video editing and animation work for their music videos and the WOKE4COVID Project. He holds a bachelor’s degree in Film from the University of the Philippines Diliman. In 2020, he co-founded Pink Flamingos, a visual arts collective that transcends different mediums in the practice of looking, aiding concerned artists translate and produce their genuine vision.

LIANNE DEPANTE

January 2021 – present

Expertise & Interests: Political economy of development, SME and industrial policy,
green growth, disaster risk financing, state-business-society relations

Lianne Angelico is a Consultant at the UP Resilience Institute, working on, among other RCW projects, Green Growth. A political economist by training, he earned his MA in Asia-Pacific Studies from the National Chengchi University and his bachelor’s degree in Public Administration from the UP National College of Public Administration and Governance. 

 

PATRICIA REYES
October 2019 – present 

Expertise & Interests: Capacity and Training Needs Assessment, Gaming and DRM;
Gender, music, and arts in DRR-CCAM

Pat currently serves as a Science Research Specialist II of the UPRI-RCW mainly leading the implementation of the WOKE4COVID Project – a creatives-focused project of the unit –  and providing technical and coordination support for the Plan Manila 2030 Project under the Disaster Management System component. She is a B Public Administration graduate from the National College of Public Administration and Governance in UP Diliman.

 

RALAINE TAMAYO
August 2019 – present 

Expertise & Interests: Statistics

Ralaine is a Senior Science Research Specialist  of Research and Creative Work, UP Resilience Institute. She earned her bachelor degree of Statistics from the School of Statistics, University of the Philippines, and is currently finishing her masters degree of the same program in the same university.

 

IAN VILLANUEVA
August 2019 – present 

Expertise & Interests: DRR-CCAM, Layout & Design, Data Visualization

Ian serves as the Junior Office Assistant, providing administrative assistance to all RCW personnel. He has experience in layout and design of publications, and has worked with various local and international civil society organizations. 

 

 

 

WHAT WE DO

We undertake policy research, action research, and interdisciplinary or transdisciplinary research or creative work aimed at producing and applying new knowledge, knowledge solutions, or know-how on reducing and managing natural disaster-risks in the Philippines and the Pacific Rim region with utmost consideration of local, cultural, and social factors.
