WHO WE ARE

The RCW is an interdisciplinary team composed of members with various academic and professional backgrounds, encompassing public administration, urban planning, political science, statistics, web development, GIS, communications, and information studies.

 

DR. KRISTOFFER B. BERSE

Director

Expertise & Interests: Disaster Governance, Climate Change Adaptation, Crisis Management,
Interlocal Cooperation, Policy Analysis

Kristoffer Berse, Ph.D., leads the Research and Creative Work team of the UP Resilience Institute (UPRI). He earned his Ph.D. and master’s degrees in Urban Engineering and Environmental Studies, respectively, from the University of Tokyo and his BA in Public Administration from the University of the Philippines-National College of Public Administration and Governance (UP-NCPAG), where he concurrently serves as Associate Professor.

DENNIS G. DE LA TORRE

Chief Science Research Specialist

Expertise & Interests: Climate and Disaster Governance, Climate and Disaster Vulnerability Reduction, Climate Change Mitigation, Climate and Disaster Financing, Policy Development

Dennis de la Torre supervises the Research and Creative Work team of UPRI. He earned his Bachelor of Secondary Education (major in biology, minor in chemistry) from the UP College of Education, and Bachelor of Laws from the FEU Institute of Law, and is currently finishing his Masters In Public Administration in UP NCPAG.

ARNULFO CABARLES

February 2021 – present

Expertise & Interests: Community-based DRR, Urban Resilience, Geographic Information System (GIS)

Arney currently serves as a Junior Project Assistant of UPRI-RCW, providing technical support to Green Growth, Plan Manila 2030, and KnowledgeHub. He is a BS Geography graduate from the College of Social Sciences and Philosophy in UP Diliman.

MAX CANLAS

July 2021 – present

Expertise & Interests: Visual Storytelling, Design, Adobe Software Suite, Project Management, Illustration and Animation, Hybrid Filmmaking

Max currently serves as the Senior Design Specialist (Animator) of the UPRI-RCW, doing mostly video editing and animation work for their music videos and the WOKE4COVID Project. He holds a bachelor’s degree in Film from the University of the Philippines Diliman. In 2020, he co-founded Pink Flamingos, a visual arts collective that transcends different mediums in the practice of looking, aiding concerned artists translate and produce their genuine vision.

LIANNE DEPANTE

January 2021 – present

Expertise & Interests: Political economy of development, SME and industrial policy,
green growth, disaster risk financing, state-business-society relations

Lianne Angelico is a Senior Project Associate at the UP Resilience Institute, working on, among other RCW projects, Green Growth. A political economist by training, he earned his MA in Asia-Pacific Studies from the National Chengchi University and his bachelor’s degree in Public Administration from the UP National College of Public Administration and Governance. 

GIANNE ENCARNACION
February 2021 – present 

Expertise & Interests: Science communication, data visualization, UX/UI, biodiversity conservation

Gianne Encarnacion is currently the Senior Design Specialist of the UPRI-RCW. She develops branding, graphic design and website design for various RCW projects, more particularly for the WOKE4COVID project. She graduated with a Bachelor of Fine Arts degree in Information Design from the Ateneo de Manila University.

GABRIEL FLORENDO
August 2019 – present 

Expertise & Interests: Disaster Governance, Labor and Industrial Relations, DRRM Policy,
DRR in Human Resource Management, Labor and Sustainable Development

Geno currently serves as Science Research Specialist II of the UPRI-RCW division. He also leads the implementation of Project COPE (Monitoring COVID-19 Policies and Mainstreaming Lessons in Disaster Risk Reduction and Management Planning), which is a year-long research and data management project on vital government policy information related to the COVID-19 pandemic. A graduate of BA Public Administration (BAPA) and Diploma in Industrial Relations (DipIR) in UP Diliman, he also provides support to other UPRI projects, which include annotations for DRR-CCAM-related research articles (e.g. KnowledgeHub), and liaison to other DRR projects managed by UPRI-RCW. 

MICAH NAZAL
August 2019 – present

Expertise & Interests: Community-based DRR, Crisis and Risk Communication,
Disaster Governance, Public Policy, Gender

Mikee currently serves as a Senior Research Analyst of the UPRI-RCW mainly leading the implementation of Project Yani, supporting other COVID-19-related projects, and responsible for the team’s media engagement. She is a BA Journalism graduate with a Master in Public Administration degree from UP Diliman.

JEAN RAÑISES

Expertise & Interests: Governance, Public Administration, DRR-CCAM

Jean currently serves as a Junior Project Assistant of the UPRI-RCW mainly providing administrative and research support to various projects of the unit. She is a B Public Administration graduate from the National College of Public Administration and Governance in UP Diliman.

PATRICIA REYES
October 2019 – present 

Expertise & Interests: Capacity and Training Needs Assessment, Gaming and DRM;
Gender, music, and arts in DRR-CCAM

Pat currently serves as a Science Research Specialist II of the UPRI-RCW mainly leading the implementation of the WOKE4COVID Project – a creatives-focused project of the unit –  and providing technical and coordination support for the Plan Manila 2030 Project under the Disaster Management System component. She is a B Public Administration graduate from the National College of Public Administration and Governance in UP Diliman.

SIDNEY SIBUG
February 2021 – present

Expertise & Interests: DRR-CCAM, Coding, and Data Science

Sidney works mainly as a Project Staff for the Green Growth project and provides support to other projects. She is a graduate of BA Political Science from UP Visayas and has a certificate in full-stack web development. 

 

RALAINE TAMAYO
August 2019 – present 

Expertise & Interests: Statistics

Ralaine is a Senior Science Research Specialist  of Research and Creative Work, UP Resilience Institute. She earned her bachelor degree of Statistics from the School of Statistics, University of the Philippines, and is currently finishing her masters degree of the same program in the same university.

 

IAN VILLANUEVA
August 2019 – present 

Expertise & Interests: DRR-CCAM, Layout & Design, Data Visualization

Ian serves as the Junior Office Assistant, providing administrative assistance to all RCW personnel. He has experience in layout and design of publications, and has worked with various local and international civil society organizations. 

 

GEMMARIE ZUÑIGA

March 2021 – present

Expertise & Interests: Local Leadership, Public Policy, Disaster Governance

Gem is currently engaged as a Project Staff under the WOKE4COVID Project. She also serves as the Research Assistant of the Disaster Management System Team Leader for the PlanMANILA2030 Project, and provides technical support to other RCW Projects. She is a B Public Administration Cum Laude graduate from the National College of Public Administration and Governance in UP Diliman.

 

 

WHAT WE DO

We undertake policy research, action research, and interdisciplinary or transdisciplinary research or creative work aimed at producing and applying new knowledge, knowledge solutions, or know-how on reducing and managing natural disaster-risks in the Philippines and the Pacific Rim region with utmost consideration of local, cultural, and social factors.
