UP Resilience Institute NOAH Center Collaborates with PIVE Project for Enhanced Disaster Preparedness and Socioeconomic Mapping

The University of the Philippines Resilience Institute (UP RI) NOAH Center recently participated in a two-part workshop organized by the Poverty Impact and Vulnerability Estimation (PIVE) Project and SafeTravelPH. The workshop aimed to explore potential areas of collaboration between UP RI and PIVE, as well as launch the PIVE System and discuss its practical usability.

The first part of the workshop was an online pre-workshop discussion held on April 18, 2024. During this virtual meeting, Mr. Erris Sanciangco from SafeTravelPH introduced the PIVE dashboard to the UP RI team. The dashboard, operated through ArcGIS Online, showcases various Key Performance Indicators (KPIs) such as Vulnerability Risk, Accessibility Risk, Vulnerability Risk Awareness, and Socio-economic indicators. UP RI expressed their interest in validating and improving the questionnaire used by PIVE during their data collection, especially on questions related to vulnerability.

The second part of the workshop was a two-day event held on April 25-26, 2024, at the Asian Development Bank (ADB) Innovation Hubhub with both virtual and face-to-face sessions. The workshop brought together participants from various sectors, including government agencies, non-governmental organizations, and academic institutions. The sessions covered a wide range of topics, from the introduction of the PIVE tool and its applications to the integration of mobile GPS data and satellite data analysis.

One of the highlights of the workshop was the presentation by Professor Ryosuke Shibasaki from LocationMind Inc., who discussed the various applications of the PIVE tool and its Use Cases (UC), such as Disaster Preparedness (UC-1), Socioeconomic Mapping (UC-2), Amidst and Post-disaster (UC-3), Transport Infrastructure (UC-4), and Education and Safety for Women and Children (UC-5).

The UP RI team, represented by For. Rysch Nae Subijano and Engr. Kristian Audri Gabriel, shared their previous and ongoing projects and collaborations. They emphasized the potential uses of UC-1 Disaster Preparedness and UC-2 Socioeconomic Mapping in the work of the NOAH Center.

During the group work session, UP RI was grouped with LGU offices and NGOs dealing with disaster preparedness and response. The group discussed their roles and responsibilities relevant to the PIVE tool and how it could enhance their work in the field.

The workshop also featured presentations from other organizations, such as MAPAKalamidad, Move as One Coalition, DOTr, NEDA, and MMDA, each highlighting the potential applications of the PIVE tool in their respective fields.

As a result of this collaborative workshop, UP RI and PIVE have identified several areas for potential collaboration, such as validating and improving the PIVE questionnaire and exploring the practical applications of the PIVE tool in disaster preparedness and socioeconomic mapping. The workshop has paved the way for further cooperation between the two organizations, aiming to harness the power of technology and data analysis for the benefit of communities across the Philippines.
