Resilience Live Episode 16: Measuring Community Resilience to Multiple Hazards

Bionote: Seth is a humanitarian and development worker since 2002. He has been with the Red Cross and Red Crescent Movement for over a decade. He started as a Red Cross Youth volunteer in his undergraduate days and then started working as a full-time staff with the Philippine Red Cross in 2014 engaged as a Project Officer for CBDRR projects in Leyte, Western Samar, Taguig City, La Union, Mt. Province, Ifugao and Quirino. In 2018, he transferred to the International Federation of Red Cross and Red Crescent Societies [IFRC] Philippine Country Office as Senior Disaster Risk Management Officer providing technical support and advise to Philippine Red Cross DRR and CCA programs alongside with other thematic projects on youth and volunteering, migration, gender and diversity, disaster law, and National Society development. In 2023, Seth was transferred to the IFRC Asia Pacific Regional Office in Malaysia where he served as the Regional Coordinator for Urban Risk Management overseeing urban-related programs with National Societies and establishing partnerships both with Partner National Societies and international organizations. During this time, he represented IFRC in different regional technical groups including the Making Cities Resilient 2030 Initiative [MCR2030] of the UNDRR where he provided capacity building and technical advice to city government officials and stakeholders. Seth is currently serving as a technical consultant to the Zurich Climate Resilience Alliance projects of Philippine Red Cross and Fiji Red Cross Society.

Seth is a social worker by profession, and he holds a Master’s degree in Development Management and Governance from the University of the Philippines Los Banos.

Presentation Abstract:

Community resilience is a critical aspect of disaster risk reduction, especially in areas vulnerable to multiple hazards. This presentation explores the Zurich Climate Resilience Alliance’s framework for measuring community resilience through the Climate Resilience Measurement for Communities (CRMC) tool. It highlights key principles, such as the transition from risk to resilience, the 5 Cs and 4 Rs framework, and the identification of resilience sources. The process includes data collection, scoring, and result-based intervention planning to enhance community adaptive capacities. A case study in Mangatarem communities demonstrates the application of these methods, offering insights into building localized, evidence-based resilience strategies.
