UPRI Explores Potential Public Service Continuity Workshop with the Insurance Commission

On October 10, 2024, the Institution Building (IB) division of the UP Resilience Institute (UPRI) conducted an exploratory meeting with members of the Insurance Commission’s Planning and Management Division, including Maesie Bertumen, Charles Robert E. Acosta, and Via Panganiban. The meeting aimed to discuss the possible steps in creating a Public Service Continuity Plan (PSCP) tailored to the commission’s needs. 

The Insurance Commission’s recent midyear environmental scanning and planning workshop highlighted the importance of a PSCP. This finding, along with the Planning Commissioner’s directive to pursue continuity planning, initiated discussions on appropriate strategies for building resilience within the agency. UPRI representatives provided insights into PSCP formulation, suggesting a foundational approach starting with seminars and training to help the Commission understand continuity processes and the unique demands of public sector planning.

UPRI’s expertise in resilience training, with a focus on disaster preparedness across CUs and LGUs, served as the backdrop for the meeting. UPRI representatives outlined key components of PSCP workshops, including Incident Command Systems (ICS), continuity strategies, and critical emergency functions (MEFs). However, both parties emphasized the preliminary nature of this conversation, with UPRI awaiting a formal request to shape a potential training proposal.

The Insurance Commission expressed plans to provide the necessary letter of request, setting the stage for future collaboration. Should the project advance, UPRI would be positioned to support the Commission in laying the groundwork for an effective PSCP that aligns with public service needs and objectives.
